Get "In" with the Hiring Manager

Meet with 4 people you know and 4 people you don't know, every month for a set period of time (could be 1 month, could be a year, or anything in between).

The How:

Reach out to connections or cold-message potential connections to arrange an informational interview.

During your meeting, take the lead. Ask them questions about their job, their company, their career trajectory, challenges in their role or organization, and if they have any advice for you. Always end the interview by asking if there is anyone else that they could introduce you to - you never know, they could hand over a hiring manager's contact info!

The Why:

Almost everyone has someone they can introduce you to. Also, the informational interview is rare - conducting one shows preparation, industry knowledge, and initiative - all the ingredients of getting referred into your target company!
